Mr. ZHANG Weilin

Managing Director / Singapore Patent Attorney

Weilin leads the team and practice at China Sinda Singapore Office. Weilin is a Singapore registered patent attorney who also qualified in China. Weilin has over 20 years’ experience both in private practice and with Framatome Connectors International (FCI) as the in-house IP counsel for Asia. His expertise includes the drafting and prosecution of patent applications in both English and Chinese languages, patentability and freedom-to-operate advice, revocation and discovery proceedings in China, patenting strategies, and patent enforcement counselling. Weilin is a graduate of Tsinghua University with a B. Eng. in Mechanical Engineering, and holds a Master of Engineering from the Nanyang Technological University. Weilin was previously an Examiner appointed by the Intellectual Property Office of Singapore (IPOS) for the Singapore patent agent qualification examinations. Weilin is currently a senior IP consultant under the Intellectual Property Technology Consultant (IPTC) Registry jointly administered by IPOS and the Institution of Engineers, Singapore (IES).

 

Ms. TAN Shin Yuan

Shin Yuan is a Singapore registered patent attorney and co-leads the patent practice at China Sinda Singapore Office. She passed the US patents bar examination while working in the Patents Law Department of a US MNC where her responsibilities included drafting and prosecution of US patents, and managing intellectual property-related issues in Asia. Shin Yuan has over 20 years of experience in various patents and technology roles with patent law firms, technology transfer offices, and government agencies. She also served as an Examiner for the IPOS Singapore patent agent qualification examinations. Shin Yuan is an engineering graduate from the National University of Singapore, and holds a Masters in Intellectual Property Law from the University of Edinburgh.

 

Ms. Cheryl CHNG

Director / Singapore Patent Attorney

Cheryl has over 20 years of experience in filing and prosecuting patents in Singapore and overseas, including a secondment to a top patent firm in New Zealand. Her experience includes drafting and prosecuting patent applications, conducting novelty and freedom-to-operate searches, providing freedom-to-operate and validity opinions, providing advice on patentability of inventions, and managing large patent portfolios for local and overseas clients. Cheryl specializes in the fields of pharmaceuticals, chemistry, and material science, with subject matter expertise in chemical formulations, manufacturing processes, nanotechnology, agrochemicals, medical uses, medical devices, waste treatment, cleantech, food technology, and energy technology (e.g., gas, water and electricity infrastructure). Prior to joining the IP profession, Cheryl was a Chemist in a government-linked corporation. She graduated from the National University of Singapore with a Bachelor of Science in Chemistry.

 

Dr. TAN Hiang Teik

Hiang Teik joined the patent profession in 2009. Since then, he has successfully obtained patents for many clients in Singapore and overseas in a number of technological areas including optical and audio networks, telecommunication networks/devices, wireless technologies, radio frequency (RF) integrated circuits, financial systems, computer implement inventions (including AI-related inventions, machine learning models, optimized training models, computer vision systems, encryption technologies), membrane technologies, semiconductor device technologies and manufacturing processes, and marine and offshore technologies. Hiang Teik is experienced in drafting and prosecuting patent applications in Singapore and overseas, conducting novelty and freedom-to-operate searches, and providing infringement and validity opinions. Prior to joining the patent profession, he worked as a Senior R&D engineer designing RF integrated circuits and surface acoustic wave duplexers. Hiang Teik graduated from the University of Leeds with a Bachelor’s Degree (First Class Honours) in Electronic and Electrical Engineering and then went on to earn a Ph.D. from the University of Leeds for research relating to active semiconductor filters for MMIC applications.

Mr. SEOW Kian Chiew

Kian Chiew has more than 15 years of experience in private practice, as well as in in-house roles with a multinational corporation and a national research agency. He has in-depth expertise in IP portfolio management and in the drafting and prosecution of local and overseas patent applications across a diverse range of technologies such as material sciences, semiconductors, electrical engineering, optical devices and systems, nanotechnology, and medical devices. He holds a Master’s degree in Engineering (Materials Science and Engineering) from the Massachusetts Institute of Technology and a Bachelor’s degree in Engineering (Electrical Engineering) from the National University of Singapore. Kian Chiew was in the Executive Committee of the Association of Singapore Patent Attorneys (ASPA) from 2019 to 2023. 

 

Dr. HUANG Wei Hsuan

Singapore Patent Attorney

Wei Hsuan is a Singapore registered patent attorney with over eight years of experience in the drafting and prosecution of patent applications in Singapore and in the major jurisdictions, including China, Europe, and the US. He is also experienced in freedom-to-operate analysis, prior art searches, management of international patent portfolios for both overseas and local clients. Wei Hsuan was previously an R&D engineer with a US-based multinational corporation and a prolific inventor in the fields of sensors and wireless communications. He is the sole inventor named in four granted US patents and co-inventor in eight other patent families. Wei Hsuan obtained his Bachelor of Engineering degree in Mechanical Engineering and PhD from the National University of Singapore, with specialization in artificial intelligence and medical/surgical technologies.

 

Dr. ZHANG Wenyu

Senior Patent Engineer

Wenyu has over 10 years of experience in research in materials engineering and additive manufacturing, specializing in renewable/clean energy, energy conversion/storage, and electromobility. He graduated with a Bachelor’s degree and a Master’s degree in Engineering from the Harbin Institute of Technology, and holds a PhD in Materials Science and Engineering from the Nanyang Technological University. Wenyu authored/co-authored 27 publications in journals including Advanced Materials, Advanced Energy Materials, Angewandte Chemie, Advanced Functional Materials, ACS Nano, ACS Energy Letters, Small, etc. and was the first author in eight publications.

Dr. TEOH Wei Kheng

Patent Engineer

Wei Kheng is experienced in patent filing and prosecution, as well as in conducting prior art searches and patentability analysis, performing genetic sequences searches, etc. She underwent specialised training in prior art search for her role as a Patent Analyst with a professional patents search firm. Wei Kheng graduated with a Bachelor’s degree in Industrial Biology and holds a PhD in Bioscience from the University of Technology Malaysia (UTM).

Ms. TAN Boon Gaik

Patent Engineer

Boon Gaik is experienced in patent filing and prosecution, as well as in conducting prior art searches and patentability analysis. She graduated with a Bachelor of Applied Science in Industrial Biotechnology from the Universiti Malaysia Pahang.

Dr. YUAN Yanwen

Patent Engineer

Yanwen is a Patent Engineer specializing in Physics and Materials Science. She holds a Ph.D. in Physics from Nanyang Technological University and a Bachelor’s degree in Materials Science and Technology from Wuhan University. Yanwen was previously a postdoctoral research fellow with the National University of Singapore and has extensive academic research experience in the field of 2D materials. She authored 10 scientific publications in the fields of nanomaterials and devices, and was named as an inventor in a PCT patent application related to mechanical energy harvesting.
